Cost-effectiveness information may not be enough to inform health resource allocation. So, decision makers need other types of information to support policy decisions. MCDA can help making more explicit about the information needed and the importance of each information. But there are some disadvantages about MCDA e.g. you can include only quantifiable criteria etc. There are a number of alternative ways to include other types of information such as presenting case studies, having deliberation among relevant stakeholders etc.
