Determining Discount Factors

How do we determine discount factors. Whether there should be different discount factors for different conditions?

I use the discount rate recommended by the country’s economic evaluation guideline/reference case (or in the case where there was not one I would use an international guideline such as WHO or the IDSI reference case (https://www.sciencedirect.com/science/article/pii/S1098301516304405)). I would not use different discount rates for different diseases/conditions as this will make it very complex to compare different studies.
