Population-derived CETs are generally under 1x GDP per capita (graph from the 1st presentation). Why doesn't CET have a floor of 1x GDP? Conceptually doesn't ICER per QALY = 1x GDP per capita equate the additional gain to the economic contribution of a living individual? (
