Implicit vs Explicit Thresholds

Why do many countries apply implicit thresholds rather than explicit thresholds?

Dr. Yot Teerawattananon: there is no proper study on this so far. In my view, countries may want to underline that it is not only ICER and respective threshold that determine whether the intervention should be supported in the public program. They may want to be more explicit that they are using multiple criteria for making coverage decisions. Some also argue that if country make an explicit threshold, the industry may try to price the technology closer to the threshold and that the country will need to pay unnecessary cost for this.
